"De-Develop" the United States???

Obama's science czar John Holdren says he wants to "de-develope" the United States?
What does that mean? Does he want us to return to the farming of the 18th century? Does he want to turn back all the gains in science, technology and medicine? Does he want to limit what the free people of the United States are allowed to do with there own private property? Is our "Science Czar" an antagonist to science?
