No Big Shock that a Congressman who voted for the Obamacare Mandate Bill doesn't care about the Constitution. It is a bit shocking that he admits it. He also admitsthat he doesn't know Declaration of Independence from the Constitution. Rep. Phil Hare, D-Il is seen on tape looking like a simpleton.
