The Executive Branch executes the law. The Executive decides what is open and what is closed.
They shut down Hippy Drum Circle.
They shut down the Amber Alert, but they had to open it again
They shut down the USDA web site
They shut down a privatly owned restaurant
They shut down private homes
They shut down Armed Forces Radio
They shut down the Blue Ridge Inn
They shut down the IwoJima Memorial
Heck, they even tried to shut down the ocean

BUT, 83% of the government is still open.

AND President Obama's Golf Course is open
